Can Traffic Commissioners ever truly understand the transport sector, with no road haulage industry experience? Carol Millett investigates.

SHOULD Traffic Commissioners (TCs) have road transport industry experience in order to qualify for the role? Not according to the Office of the Traffic Commissioners, which is currently recruiting a new TC for the West Midlands.
Whilst the list of essential skills required for the post include an ‘understanding or interest in the road transport sector or relevant experience in related areas’ there is no requirement for hands-on industry experience, according to the application form.
Even ‘knowledge of operator licensing and road transport law’ is only listed as a ‘desired’ rather than an essential skill.
